OKAE units on 22 VI 41?

Making some resarch on OKAE, and OAE units on 22 VI 1941 on Western Military Districts I have discovered that theses units in different district have different amount of this escadrilas (KAE, or AE).
When you see the Kozewnikow book he mentioned that:

Leningradzki MD had 4 KAE units
Pribaltyckij SMD had 9 KAE units
Western SMD had 8 KAE units
Kiev SMD had 11 KAE units
Odessa MD had 4 KAE units.
All 36 KAE units (this is only KAE units).

When you see Nowikov, Skripko memories you wil have slight different data about KAE units in Leningrad , Kijev MD.

Novikov (W niebie Leningrada) wrote that he had 2 KAE units, 2 reccon escadrlila and 5 liaison escadrlias, 1 medical escadrlila. All there were 9 escadrlilas (including 2 KAE).

Sripko (Po celam dalnim i bliznim) wrote that KSMD had 13 KAE units and 1 liaison escadrlia.
I wonder if someone can have any other data concerning this strange differences on the level of “independent” escadrilas.
Gulias in 1941. Obrona Kieva has given the amount of this escadrilas from 11-15 up to 20 such units (all OKAE, AE)

May someone can add the explanation to this different sources (each such escadrila had for 6-9 up to 17-22 planes).
May has been edited a wrok about this military aviation?

All writers were during WW II on the hight level of command. They wrote “classical books” which contain quite different data. All had had and free access to all archival data (Novikow and Skripko were aviation’s marchals, the first had commanded the whole VVS during WW II).
